Dual-use goods

Dual-use goods refer to items, software, and technology which can be used for both civil and military end-use or in connection with development, production, handling, operation, maintenance, storage, detection, identification, or dissemination of Weapons of Mass Destruction (WMD) or their means of delivery. These goods are listed in Annex 2 of the National Strategic Goods List (NSGL). (Sec. 5(d), R.A. No. 10697)
