Student Fare Discount Act

Republic Act No. 11314, approved April 17, 2019. Institutionalized the grant of 20% student fare discount privileges in public transportation upon personal presentation of the duly issued school identification card or current validated enrollment form, supported by prescribed government-issued identification document.

The law covered all public transportation, including public utility buses (PUBs), public utility jeepneys (PUJs), taxis and other similar vehicles-for-hire, tricycles, passenger trains, aircrafts and marine vessels, but not school service, shuttle service, tourist service, and any similar service covered by contract or charter agreement and with valid franchise or permit from the Land Transportation Franchising and Regulatory Board (LTFRB). The fare discount is available while the student is enrolled, even during weekend and holidays.

The term student is limited to any Filipino citizen currently enrolled in a duly authorized elementary, secondary, technical-vocational, or higher education institution, but those enrolled in post-graduate courses and informal short-term courses are excluded.

The availment or attempt to avail of the privileges under the law using falsified identification documents and misrepresentation are subject to existing civil and penal law.

Refusal to provide the 20% discount is subject to penalties.
