I daresay this is an overreach of the authority of a local chief executive. With all due respect, you cannot order a magistrate what to include in the release order.
It would have been enough to state that all released PDLs shall undergo quarantine. Even if that is not explicitly stated in the release order, all existing laws, rules, and regulations are deemed incorporated in the release order.
